Seaford - LIRR station - was created in 1899.
The 780 leaves Frankston Station, and travels to Carrum, via. It doesnt actually stop at Seaford beach, but stops along Railway Parade (including Seaford train station) and Fortesque Avenue. And then you could walk from the bus stop to beach. If you are just wanting to go to Seaford pier tho, it is probably easier to catch the train from Frankston Station and get off at Seaford.
