if you mean fire red, he is on the road to fushia city, both of them. he is asleep on the bridge that takes you from lavender town to fushia city and blocks the cycling road. use the pokeflute on him to battle him. he is on level 30 and is pretty hard to catch cuz he uses rest and is holding the chesto berry. he also knows snore so he can attack while he is asleep. i used the ultra ball on him when he is asleep and his hp is low.
