Okay, I am going to skip calling whoever asked this question dumb and just get to it. I am a experienced train hopper of six years and would have no problem judging wether or not it would be safe to cross the tracks in front of a slow moving train. However, I dare to say that a "normal" person wouldn't be able to judge this. A number of terrible things could go wrong for instance: a lot of times if a train is going slow it is just coming off of a siding ( where the train switches off of regular tracks onto 2nd set of tracks to allow a higher priority train to pass) this makes for that 3rd rail where your foot could easily get stuck and the slow moving train could slowly cut your leg off or kill you. Or the slow moving train could be on the previously mentioned track slowing to a stop while unexpectedly to average crosser another train is piling down the mainline and when you get past the first set of tracks unscathed the second train piles into you killing you. lastly as you might know the gravel that is around the tracks is made of large rocks and is somewhat hard to navigate in some types of shoes such as flip flops or your hip vans, easily allowing you to slip as you try and run across the tracks trying not to get hit. Resulting in you face planting into a pile of sharp large rocks, a railroad tie, or the ever so unforgiving metal track costing you the last preciously wasted moments of your worthless yuppie life.
