In a descent society, the citizens who are fit and well should care about those who are very young, very old and disabled. Providing these disadvantaged people with free bust transport is a means of showing this care.
Buses have to provide a public service and run routs/timetables to deliver this service. Frequently the buses are rather empty outside commuting times and fares that are provided free are normally provided outside theses peak times when the buses would otherwise travel round half empty.
Thus the free travel actually does not cost society (the buses would have to travel even if empty) but does benefit the more vulnerable citizens greatly.
There are discounted fares available for the disabled and elderly, but not necessarily free, though.

Unfortunately no, there aren't any US programs that offer free telephones. Discounted utility services are available for the disabled and needy though, which is usually the route that many elderly individuals go after retirement when they have a dependency.
