The citation one is referring to is actually MLA, not MIA. A citation for MLA should be done at the end of the paper. The citation is to give credit to the author or site which one is referring to.
I believe that the works cited page is its own separate page that would belong at the end of a research paper. However, I am not positive, so I suggest searching on Google or asking a parent/guardian or a teacher. Hope I helped! :)
