Not as a matter of religious practice as it was with the Jews. We are not under the Law of Moses,since we are now under the Law of the Christ. The Law of the Christ does not require the physical circumcision as did the Law of Moses, although there is a figurative spirtual circumcision of the heart (Romans 2:29).

Jehovah's Witnesses neither require nor deny the practice of circumcision. (1 Corinthians 7:19) For reasons of hygene, the parents may decide to have their child circumcised, but that will be a matter strickly for the parents to decide.

Additional Answer: This is a non issue for Jehovah's Witnesses. Although many do based on the health benefits that have been proven to come from circumcision, but it is considered a personal decision. They do however, teach "circumcision of the heart" which is a refining of one's personality to adhere to the instruction of Jehovah and following the example of Jesus Christ.
