The Buddha was a man, Siddhartha Gautama, who pondered why there was suffering and discontentment in the world and became enlightened. He taught his followers the path to this enlightenment and contentment. He died and left this world about 2,420 years ago.

My intuition tells me Shiva is pictured in deep meditation because the Hindu leaders want people to recognize the importance of meditation. The promise of Shiva and Buddha and Mahavira is that if you go into meditation, you too will be able to attain to a high level of consciousness, just like we did.
Lord Shiva may be related to Jainism in some way. Some Hindu Puranas say that Shiva is no else than Rishabdeva, first Jain Tirthankar (though there are many differences between the two).

It's difficult to give exact dates because a majority of their festivals and holdays are based on the moon calendar. There's Manali, which is a week-long sports festival in January, and Shiva Rati, which is a festival of Shiva in February. There's also Buddha Purnima in May, which is the birthday of Gautama Buddha, and there's the Minjar (Harvest) Festival, which is a weeklong celebration in July. Hopefully that helps a bit:)
