Yes Muslims can pray for salvation of their fellow human beings. As long as the non-muslim is alive there is always the possibility of him recognizing the truth of god and his commandments thus attaining the possibility of salvation.
However after the death of the non-muslim it is disapproved to pray for his salvation as in his life time he never recognized god his correct commandments therefore there is no opportunity for salvation. Some scholars do take a slightly different view about it though.
