It's not illegal - although Islam tries to insist that a woman converts to Islam before she marries a Muslim man. It does partly depend on what you mean by Muslim; President Obama's mother was an agnostic, whilst his father was born into a Muslim family - his father was not religious but he might be considered a Muslim - he certainly was in the last election! - yet they married.

Any person should be allowed to marry any other person that they choose. The problem comes in getting the civil/religious authorities to put their official stamp on the process. This may be required for inheritance rights, Survivor benefits, legitimacy of children or similar reasons.

Yes. The beauty of living in a secular society is that anyone can get married (if they want to) to pretty much anyone they choose. Atheists marry other atheists, agnostics, members of all other religions. They can marry people of the same or different sex, religion, culture, age, or political affiliation.
They get married in religious ceremonies if the other party wants and in civil ceremonies. They are also involved in common law relationships which are regarded as being the equivalent of marriage in many jurisdictions.
The reasons for this are property laws, employment insurance benefits, an outward and public commitment to their relationship, to get gifts, to have a party, to satisfy in-laws, to satisfy a sense of drama.

In a secular society anyone can marry anyone they want. Aside from moral suasion by parents or religious leaders nothing can prevent such a marriage.

Of course! There is nothing about Atheism that says that people can not marry Christians, Jews, Muslims, Hindus or anyone else they choose. It happens all the time.
