Moses was given the task by God to lead all the Israelites out of slavery in Egypt to the Promised Land. There were 12 tribes with Joseph's two sons each having a full share of the inheritance as Israel blessed them both and made them his sons as well (Genesis 48:16). The tribe of Judah (4th son) who were called 'Jew' while in/after the Babylonian captivity circa 586 BC, were only one of these tribes.
Because Moses sinned by striking the stone twice instead of once, he was not allowed to lead them into the Promised Land. Joshua did. The Kingdom of Israel was not fully developed until King David's reign.
