Saul of the Old Testament did not.
Saul (Paul) of the New Testament did not see God but he heard the voice of Jesus while on the road to Damascus.
Because God saw that Saul was not completely obedient. See 1 Samuel ch.15.
Saul seemed to realize that God had chosen David as his replacement, but contrary to Saul's belief David never planned any sort of rebellion, only fleeing from Saul when he attacked. In fact, on two occasions David had a chance to kill Saul (once when he was sleeping, once when they were in a dark cave where Saul could not see him) but refused, claiming that Saul was still God's anointed and thus inviolable. When Saul was killed by an Amalekite David had the perpetrator killed.

Well saul later called paul was persecuting christens and senticing them to death. On his way to Damascus there was the brightest light Paule had even seen. God sent an angle to him and said "Saul why are you persecuting my people?" And so God made Paule blind. And God sent one of his followers to go to him and make him see again.

Eli played a role by letting Samuel talk to god. God then told Samuel that Saul would be the king. Samuel then ammonites Saul with oil and declared Saul was the king.
Samuel, on instructions from God, anointed Saul as King of Israel by pouring oil over his head. He continued to serve in Saul's administration as an adviser, telling him God's will and reprimanding Saul when he does not comply.
David was a man after God's own heart and, despite his sin, showed a willingness to repent which Saul did not.
