Why did Moses kill the man who was whipping the other man in the story of Moses?

Did Moses and the Levites violate the command that stated Thou shalt not kill?

In the laws of Moses the penalty for murder and adultery was being stoned to death (Numbers 35:16, Leviticus 20:10). A number of translations of the Ten Commandments interpret 'Thou shalt not kill' as 'Thou shalt not murder' which has quite a different meaning. For example, NIV uses 'murder' in place of 'kill' in its translation (Exodus 20:13). By this definition of kill vs murder, the state (or Moses and the Levites under his direction) would have the authority to kill people as a result of high crimes as defined in the laws.

What is the connection between moses and the ten commandments?

The covenant is that if a man wishes to please God and to receive his salvation he will covenant with God to keep all of the commandments. One must also remember that the actual written covenants are but a guide, for their meaning goes much deeper than we imagine. Thou shalt not kill also means thou shall not think of killing. All of the commandments have added to them that to even think of breaking them is as bad as the actual act of breaking them

What does thou shall not kill in the ten commandments mean?

In the commandment, thou shalt not kill, the word translated "kill" is "ratsach". In order to understand Moses' intent in writing the commandment, let us examine how Moses used the word in other scripture. Moses used the word Ratsach in Deuteronomy 4:42. If murder and ratsach are the same thing, we should be able to use them interchangeably. Let's substitute MURDER for ratsach in this scripture. "That the slayer might flee thither, which should MURDER his neighbor UNAWARES, and HATED HIM NOT, in times past and that fleeing unto one of these cities he might live". Clearly, murder cannot be substituted for ratsach, in this case, for murder is not committed unawares, or in the absence of hatred. Moses is describing negligent homicide or accidental death. The word Ratsach is clearly used by Moses to mean the taking of life, whether of the innocent or the guilty, whether intentional or unintentional.
