A:Luke 2:21 is not generally considered to mean that Jesus was an angel before he became a man, or even that he previously existed. If we look at Luke 1:35, we see that the angel Gabriel says that the Holy Spirit would come upon Mary and she would conceive. Jesus would be the son of God, or perhaps the son of the Holy Spirit. It is only in John's Gospel, written some years later, that we now see that Jesus was pre-existing, although for John he was God, not just an angel.

Luke 2:21 says that when the baby Jesus was old enough, he was circumcised and given his name, Jesus, as the angel had instructed in verse 1:31.
