It's optional - just as for all clergy and religious brothers. A Monsignor's is black - like his biretta. The colour of the tuff on the biretta indicates the rank of the monsignor. The lowest rank in a Papal Chaplain, and the tuff is violet - so is the stitching on the skullcap. The higher ranks, Prelate of Honour and Protonotary Apostolic, have a red tuff and stitching on the skullcap. Recent pronouncements from Rome (hopefully, this WON'T happen) have eliminated the Prelate of Honour and Protonotary ranks from any future nominations, so those of us who hold such honours may be the end of the line. I never thought when I was elevated to a Protonotary, that I would be in the last boat.
