Generally other nations stayed silent, the world was trying to recover from 'the Great Depression' - one of the biggest recessions of the recent times (and the biggest of the twentieth century). At this time there was no international convention on human rights many countries had unfair laws, the US had taken away citizenship from those ethnically from East Asia and had itself committed a genocide against its aboriginal population. More recently the Armenians in Turkey had been the victims of a genocide. Japan was expanding its Empire in the east in defiance of the League of Nations, committing countless act of what would later be called crimes against humanity.

In short, the world had many more things to concern itself with than to interfere in Another Country's domestic policy.
