I don't have to justify Samuel but God provided the Old Testament histories for our benefit. He was a great prophet, but he was also very human. He made several mistakes, when his humanity overpowered his prophetic gifting. Samuel led the people to repentance and guided Israel to a great victory. That made him a great prophet.
