Yes but an understanding of the terms translated hell is in order. Both the Hebrew and Greek terms translated into English as hell simply mean the grave or pit - the common faith of all mankind. In this sense and the sense of Psalm 139 is that no matter where man is, so is God.

Jehovah's people do not believe that Jehovah is 'omnipresent'. The Bible teaches that Jehovah has a 'place of dwelling'; (which in human terms) is simply called, 'the heavens of the heavens'. (Even the term 'heaven'; 'place' & 'dwelling' are not really adequate to describe the realm where God exists.

Jehovah does not NEED to be 'everywhere' to know what's going on; Just as you don't need to be present in London in 2012 to see the Olympics. You can see them right from your 'place of dwelling', thru special means (cameras and TV screens.)
