Church administration (office workers that organize PR, travel, finances, printing/production, building construction, etc) are generally overseen by the top religious leaders in the Church. While Church administration has sometimes been accused of being bureaucratic, it is also generally understood that as a small group of people running out of an office building in Salt Lake City managing a huge international organization, it is difficult to be much else.
