The Talmud (Hagigah 5b) asks that question, since on the one hand there certainly is sorrow for the Destruction of the Temple (Jeremiah 13:17), but on the other hand, God is joyous (1 Chronicles 16:27). And the Talmud answers that in Heaven (the upper worlds), within hidden places there is sorrow but outwardly there is happiness. A way to explain this would be like a person who worries about finances but doesn't let that show when talking to his young children.

This verse speaks about a future state where God will wipe away every tear from our eyes, and there will be no more death or mourning or crying or pain. It offers comfort and hope to those who are experiencing sorrow and suffering on earth, reminding them that there is healing and solace in the promise of heaven.
