It's a small fringe group of Jews who are opting to not circumcise their sons. In reality, this group makes up less than 5% of the Jewish population worldwide. As for opinion, it's unfortunate that these parents are opting out of a key requirement of Judaism that prevents their children from being able to participate in major aspects of Jewish life.
