Firstly blessings Allah Lord of the worlds. The difference between nabi and rasul is that although both are prophets of God, a rasul is a messenger, ie receiving a divine revelation to teach a community.
On the other hand a nabi is also an inspired prophet of God, but a revelation teaches or emphasizes existing in a community.
As an example: Musa or Moses (God's peace be upon him) was a rasul because this was the Decalogue or Ten Commandments by Allah (blessed and exalted). While the prophets Daniel, Ezekiel, Isaiah, Elijah, Elisha ... (God's peace be upon them) were each one nabi whose mission was to emphasize the Ten Commandments revealed to Moses (peace be upon him) to Israel at critical or lack of faith.
Having explained the above step to answer your question. Jesus or Isa (peace be upon him) was a rasul because God revealed the Injil or Gospel.
Do not understand the Injil or Gospel as the four books of the New Testament that narrate different passages of life or ministry of Jesus. (peace be upon him).
The first reason the above approach is that the Injil was a revelation given to rasul Isa (peace of God be upon him) and not the biography or sets of words and deeds of isa rasul (peace be upon him).
Conclusion: Isa was a Rasul and he received a revelation that the Holy Quran and the Injil called. (Always God's peace be upon him).

For example, our Prophet Muhammad (sws) was Nabi by birth, but became Rasul when he officially got and delivered the message of Risalat at the age of 40.The Rasul [Apostle] receives the message from Allah Taala in many different manners such as, vision during sleep, direct communication with angels when he is awake. i.e., he can see and speak to the angels during communication of Divine message.
