Atheism isn't like a religion; there aren't set "answers" to moral and philosophical questions and different atheists will have different views. Philosophers take a different approach - they ask the question, why do we perceive some things as evil? Probably this evolved as when we started living in social groups and developed because we have to spend a long time caring for our children.
Suffering is part of nature; virtually all animals suffer - in fact, very few animals survive long enough to breed.
There are no rules of behavior that apply to all atheists because it is not an organized religion. Some atheists are very respectful of others and some are not.

Augustine also emphasized the human capacity for free will as a contributing factor to the presence of evil in the world.
Most do. Except, most don't say the "under God" phrase.
Often they say come variation of "Would you like Kleenex?" or "Allergies?" the Christian custom of pronouncing a blessing on the sneezer to ensure they haven't coughed out their soul is not a tradition with atheists.
In religious texts, God's perspective on atheists varies. Some believe that God may view atheists as individuals who have not yet found faith, while others believe that God may see atheists as individuals who have chosen not to believe in Him. Ultimately, interpretations of God's views on atheists may differ among different religious beliefs.
