Devotion? Let's try:
care, forgiving, understanding, worrying about, loving (that person) more than life, itself; and --- always missing (that) person, every minute of the day.
And let's not forget "standing behind someone", whether right or wrong. You are supposed to be "by their side".
Those qualities, to me, best describe "devotion".

There is no argument in the speech. Lincoln is describing why they are there and to remind people of the shared history. He states that the men buried there gave " their last full measure of devotion so the nation can long endure."
