There are various laws throughout the Torah about how to help the poor. For example, everyone had to set aside 10% of their income to donate to the poor, and farmers had to leave some food in the fields for poor people to pick up. Every seven years, all debts were cancelled; if a poor man hadn't paid back his money by then, he didn't have to.

Take a look at Bible Gateway, where you can look up any word you like and find out how often it appears in the Torah. The word "generous" only appears once in the English NIV, in Deuteronomy 15:10, where it talks about being generous to poor people and being willing to lend to them even if it's already the sixth year.
