The general scholarly consensus is that Philipians is by Paul, therefore it is a 'Pauline' epistle. 'General epistles' are the letters considered not to have been written by Paul, eg. James, 1 Peter, Hebrews. In addition the letter is addressed to 'all the saints at Philippi which are in Christ Jesus' (1:1). General epistles, as those mentioned above, are not so specifically addressed and thus have a 'general' audience as the name suggests. Philippians is essentially not a general epistle because it is addressed to a specific group.
