The Epistle to the Hebrews is not the same as the Hebrew scriptures.
The Hebrew scriptures, known to Christians as the Old Testament, are the holy books of Judaism, also accepted as sacred by the Christian Churches.
The Epistle to the Hebrews, strictly speaking not a letter, but rather an encyclical or even a sermon, is a purely Christian book thought to have been addressed to a group of Christian Jews.
