Some would argue that is agnosticism or Atheism. However, simply having a lack of religious belief or values makes a person a secularists in the most primary sense. Agnosticism and atheism are stated positions that come through a tremendous amount of contemplation and thinking. Atheism is a complete disavowal that any deity or god(s) exist (or at least a 99% certainty if one tends to be an empiricist). Agnostics tend toward continued debate on the issue.

No. Atheists in general have the same moral and ethical values as do Christians and members of other religions. If there is a difference, it is that atheists hold the values that they do hold because they believe in their intrinsic merit, rather than in the hope of reward or fear of hellfire. Apart from religious faith, atheists do not lack values attributed to followers of religions.
The kid is only sixteen; she may not have declared a belief. Anyway, nothing I have read indicates her religious preference or lack thereof.
