The holy land was the kingdom of Israel where Judaism was originaly practiced, while the promised land was the land that God promised the jews through prophets Abraham, Issac, Jacob and it was almost realized by Moses, it is also the offical term as the phrase "holy land" is never mentioned but only implied in the torah.
