The passage is speaking specifically of the time of tribulation to come, but also in a sense, to a lesser degree, of any time in history. Specifically he is saying in the time of the Great tribulation to come, when the Jews will be persecuted greater than any other time in history (even worst than Stalin or Hitler), that a condition for ones own individual redemption in this period of time will be based upon how they treated the Jewish people. This is the "my brethren" in the passage.

It will be a time like Hitler's Germany but worst, where all Jews will fear for their lives because of intense persecution by the Antichrist against all believers, many of whom then will be Jews, and there will be many who will aid them in their survival by hiding them, feeding them, caring for their sick etc. This will be exactly like it was in Hitler's Germany where several people in Germany and other parts of Nazi controlled Europe, risked their lives to help the Jewish people escape and survive (like Schindler's list, or The Hiding Place, etc.). This is the sort of thing that this passage is dealing with.
