There were 613 commandments Israel had to follow. There were a series of curses and blessings associated with the Mosaic Law. If Israel kept all the commandments they would be blessed. If they didn't follow all the commandments of the Mosaic Law, they would be cursed.

Thus, any "punishments" associated with not paying tithes ONLY apply to ancient Israel. There is no punishment for not paying tithes. God/Bible does not command or require Christians to pay tithes.
