According to The Bible ancient Israel was commanded to tithe. Tithing was one of the commandments of the Mosaic Law (Law of Moses) which was the covenant (Old Testament) between ancient Israel and God.
There were 613 commandments Israel had to follow. There were a series of curses and blessings associated with the Mosaic Law. If Israel kept all the commandments they would be blessed. If they didn't follow all the commandments of the Mosaic Law, they would be cursed.
Thus, any "punishments" associated with not paying tithes ONLY apply to ancient Israel. There is no punishment for not paying tithes. God/Bible does not command or require Christians to pay tithes.
