There are two sentences:
(1) Ash'hadu la illaa ill' alaahu. (أشهد لا إله إلا الله) -- I testify that there is no god but God.
(2) Wa-ash'hadu anna Muhammado 3abduhu wa-rasulluh. (وأشهد أنّ محمد عبده ورسوله.) -- And I testify that Mohammed is His Servant and Messenger.
Once a person has made these two declarations (in Arabic: Shahadatayn -- شهادتين) with proper conviction, as opposed to just saying them or explaining their meaning, they are considered to have converted to Islam.

That phrase is not said in Israel, except possibly by the Arabic-speaking Muslim minority. If you are asking how to say it in Hebrew, it's Hashem gadol (ה׳ גדול), but no one says that. If you are asking how to say it in Arabic, it's Allah akbar.
