In the Gospel of John, Jesus breathed on his apostles to give them the Holy Spirit and empower them for their mission to spread the good news of salvation. This act symbolized the giving of the Holy Spirit and the commissioning of the apostles to carry out their ministry.
Christ initiated what is now known as "confirmation". Confirmation began the day of Pentecost when Christ sent the Holy Spirit to be with the Apostles. Christ had already ascended into heaven. He sent the Holy Spirit to give the Apostles courage to spread the Word of God. It is through the indwelling of Spirit that we mature in our spiritual relationship with God.
After Jesus died, he arose, and ascended into heaven. But he sent his Holy Spirit to be with the Apostles to give them faith and courage. This was known as the Pentecost. All sacraments in the church are metaphors for the actions Christ showed his Apostles. So Confirmation is the embodiment today of inviting the Holy Spirit to be with us.

Two that would be of most importance to the apostles would have been the authority to ordain others to the ministry. Second, that when He had returned to his father in heaven he would have given them the gift of the Holy Spirit to testify to them the truth of all that it would instruct them in. Up until that time they had no need of the Spirit as a permanent companion for Christ was there to instruct them. The Holy Spirit did however testify to each of them that Jesus was the Christ before His death.

(Matthew 28:19, 20) He promised them that God's holy spirit, or active force, would give them the power they needed to do that work. Jesus also indicated a twofold way in which the spirit would operate. Shortly before his death, he told his apostles the words in John 14:26. The holy spirit would thus act as a teacher and as a remembrancer. As a teacher, it would help Christians grasp things not previously understood. As a remembrancer, it would help them recall and apply correctly what had been explained.

John's Gospel, which Elaine Pagels sees as containing an element of anti-Thomas narrative, has Thomas miss out on receiving the Holy Spirit. The Gospel says that Jesus met the disciples in an upper room in Jerusalem, with Thomas absent, and breathed on each of the disciples and gave them the Holy Spirit. He met the disciples again a few days later, when Jesus showed 'Doubting Thomas' his wounds, but did not give him the Holy Ghost. However, Acts of the Apostles was in a somewhat different tradition, in which the disciples clearly had not received the Holy Spirit before Jesus was taken up into heaven. In this story, all the disciples - Thomas included - received the Holy Spirit as tongues of fire on the day of Pentecost.

It is the role of the Bishop to confirm the young person, as it is the tradition going all the way back to the Apostles, For the Church Leaders to lay their hands on new members to give them the Holy Spirit.
