The reson the pope shut down all the churches in England was because the 2 of them had an argument on who would be the next Archbishop of Canturbury.This led to the pope (the holyist man at the time) to get angry at King John. The Head of the Christian church is Jesus Christ. There is no central authority in Protestant religion whereas the Roman Catholic church has the Pope. The pope is considered the representative of God. Protestant churches could decide as they think necessary and no one has the authority to command all the denominations. The Church of England has the Queen/king at the top but he/she cannot decide things related to the church. There are churches independent of these churches like the Greek Orthodox Church, Coptic church, Syrian Orthodox Church etc., All these churches are supposed to go by the Scripture.
Many churches have a dissolution clause in their constitution, that delineates how to close the activities as a church.
All Catholic churches , Roman and Eastern Rite recognize the Primacy ( primary authority) of the Pope as a pastor-in-chief, to say the least. Russian and Greek Orthodoxy however does not acknowledge the Papacy.

Some churches may look to him for guidance and teaching but in general and this would include Episcapal Churches.
