Roman Catholic answer:By 1871, Italy claimed sovereignty over all of Italy included portions which had been ruled by the Vatican for generations. The Concordat of 1871 established the Vatican and agreed to pay an annual indemnity for taking all the land. The Pope became a prisoner in the Vatican and the situation wasn't resolved until February 1929 when a treaty signed in the Lateran palace between the Vatican and Italy. This was known as the Lateran Treaty and formally established the Vatican City State that we know today.
