The authority of the Pentecostal church lies (resides with) each, individual member of the church. While the pastor of the church leads the flock, the membership of the church installs the pastor into the position. The Pentecostal World Fellowship, a loose organization of Pentecostal organizations around the world is held periodically to bring groups together under a common belief but has no governing power, and there are a number of Pentecostal affiliations globally, but none have much governing power. So, it all comes back to the individual and each church.

The argument could be made, I guess, that all religious authority resides with God ultimately, as divined through reading and study of The Bible. But, that still goes back to the individual who interprets what he reads and studies.
