One View:The Bible introduces marriage in Genesis Chapter 2, where Jehovah God, the Creator performed the first marriage.

But it was not God's purpose that this new species of life called 'man-kind' -- not to exist in heaven. Just as it was not God's purpose for 'animal-kind' to exist in heaven. God made 'angel-kind' for the heavens.

God's original purpose was for 'plant-kind'; 'animal-kind'; & 'human-kind' to live ON EARTH, not heaven. God's original purpose has NOT changed.

Regarding marriage - - Yes, God told mankind thru Adam, to 'be fruitful, become many, and FILL THE EARTH' with their 'kind'. This would be done thru the arrangement of marriage. God created 'plant-life' and 'animal-life' to REPRODUCE their kinds. Likewise was mankind to do the same; at least till the earth was FULL of the type of humans God wanted on earth, obedient, loving, peaceful people. But this does not mean you have to run out and quickly get married. Adam was not born married.

Additional Comments:

First, and foremost, The Bible never says mankind will ever go to Heaven but that Heaven and God's Throne will come to the New Earth to be with His new family (see Revelation 21). Only one human ever ascended into Heaven and that was Jesus Christ, the firstborn of many:

Also see 1 Timothy 6:16 that tells us that only Jesus is now an immortal man as the firstborn firstfruit of God the Father. All others 'sleep' awaiting the Judgement.

Concerning marriage that is discussed throughout the Scripture, the Father's plan is to have a family and He honored mankind in sharing in this goal - He surely could of just created all He wanted in His Family but chose to give man a part in this as each of us share the hope of becoming His sons and daughters through Christ.

Paul thought it well of people to be solely dedicated to God alone but noted if the physical pulls of the flesh were such then it would be good to marry and do all that is expected from this sacred covenant God gave to mankind:
