King Solomon built the first Temple in 957 BCE with resources provided by his father King David.

The second temple was allowed to be built by King Cyrus of Persia while the Jews were exiled in Babylon (536 BCE). Cyrus made a proclamation that the Temple in Jerusalem would be rebuilt, and the surviving Jews would return to rebuild it. This edict was supported by King Darius (522-486 BCE) who followed King Cyrus. This is described in the book of Ezra.

Where does Jesus say in the Bible he will rebuild the worship house in three days?

The reference you have in mind is John 2:19 - Jesus answered and said to them, "Destroy this temple, and in three days I will raise it up."However, "this temple" was not a reference to the Jewish house of worship, but to Jesus' physical body, as John plainly notes in verse 21: But He was speaking of the temple of His body.Spiritually blind, the Jews misunderstood the statement (and later used it in testimony against Him), but in fact, Jesus did not say that He would rebuild "the worship house."
