Charty in Islam is called "sadaqa" If it is given by Muslims as a good action any time and any where or "Zakat" which is the compolsory one given by rich persons every year to official zakat collectors, if available, in order to distribut it in organized way otherwise it can be given directly to charitable people. Zakat value is equal to 2.5% of of the value of what you owned as a saving and still with you since one year, if those savings reaches a cetain minimum. During the time of Khalifa Omar Ibn Abdel Aziz, Zakat system was perfectly applied officialy and after a period of time the zakat distributors could not find to whom they give zakat.
