King Eurystheus (and the Oracle at Delphi).
In a fit of madness, induced by the goddess Hera, Hercules slew his wife, Megara, and their three children.
The fit then passed and realizing what he had done, he isolated himself, going into the wilderness and living alone.
He was found (by his cousin Theseus) and convinced to visit the Oracle at Delphi to regain his honor.
The Oracle told him that as a penance he would have to perform a series of ten tasks, or labours, set by King Eurystheus, the man who had taken Hercules' birthright and the man he hated the most.
In one sense he was. He killed his wife, then was set 12 impossible tasks by Hera which he still managed to complete
Odysseus did not have specifically have 12 tasks, set apart from the rest. You are probably thinking of Hercules.

Hercules
Hera originally gave Hercules 10 tasks. But 2 of them she didn't count because he had help. This is why Hercules had to do 12 tasks.
As punishment for killing his family in a fit of madness, Hercules was required to perform a series of tasks known as the "Twelve Labors of Hercules." These tasks were assigned by King Eurystheus and included challenges such as slaying the Nemean Lion, capturing the Golden Hind of Artemis, and retrieving the Erymanthian Boar. Each labor tested Hercules' immense physical strength, bravery, and cleverness. Completing these tasks ultimately led to his redemption and immortality.

Hercules had to complete twelve labors to earn immortality. These tasks were assigned to him as penance for the madness inflicted upon him by Hera, which led him to kill his wife and children. The labors included challenges such as slaying the Nemean Lion and capturing the Golden Hind of Artemis. Successfully completing these tasks ultimately granted him a place among the gods on Mount Olympus.
