The sole Power to Rule and be worshiped lies in the Being of Almighty Allah. But Allah karim does not come to the world to become the Ruler. The Muslims are free to chose any system of government they like but the Muslim government should make laws keeping in view the Teachings of the Qur'an and Sunna.
