Since the disbanding of the Sanhedrin (Jewish court of sages) some 1600 years ago because of persecutions, Judaism hasn't been centralized. Each community has its Rabbi(s).

In the past, there were the kings for national leadership, and the prophets and sages for Torah-teaching and guidance.
