Whoever told you this? The rosary is simply an aid to prayer - and in itself is just a string of beads without any special status or power. Some people find the discipline of saying the rosary helpful in prayer, whilst others don't. It's a matter of choice. The rosary does not exist in scripture, and any 'rule' that says if you are not baptised you are somehow 'banned' from using an aid to prayer is wrong and made up by man rather than of God.
So, if you want to go ahead and use your rosary do so. Personally, I never do, as I pray using my own discipline of prayer. What IS important is that, if you are a Christian, or a new Christian, you pray regularly.
Prayer is just communication with God - but remember communication is a 2-way process. Prayer needs to follow the pattern that Our Lord instituted himself in the Lord's Prayer. First praise God, not for anything special, but just because he's God, and provides for you. Ask God for your needs - not wants - and ask for forgiveness for your past misdoings. Pray for the strength to continue to do his will here on earth. Finally pray for others who need your prayers at the moment.. Then listen. God speaks in strange ways throughout our lives - in the car, on the bus, in the shower, while reading the paper, in meeting and having conversations with people, while watching TV and so on. Be attentive to him and act on his will. If you come close to God he will come close to you. God bless you in your prayer life.

It's just a matter of belief. Most people bless the Rosary before using it. There is no harm even if you use the Rosary without getting it blessed.

Certainly. The rosary is a sacramental, but it is also an instrument. Like any instrument it is able to be shared amongst those that wish to share it. A rosary loses nothing from use. It is not okay to buy a rosary, for once a sacramental is blessed it cannot be sold, but it can certainly be given as a gift or borrowed.
