They were NOT told to bow before it. They only had to look at it, and they would be healed and live. The brazen serpent was a representation of sin, and therefore was a representation of Jesus Christ, whom The Bible says became sin for us. There are many things in the Old Testament that point to Christ.
Numbers 21:8-9 And the LORD said unto Moses, Make thee a fiery serpent, and set it upon a pole: and it shall come to pass, that every one that is bitten, when he looketh upon it, shall live.
