Where he is 'angry' it is with people based on what they have done, rather than who they are (yes, there is a fair bit of innocent collateral damage).
Of course the tribes of Israel did not live in complete isolation and other peoples are referred to in the Old Testament precisely because they came into contact with and were part of the lives of the Jews.
