It seems to be because witchcraft is banned. Also, if you are trusting in magic, you are not putting all of your trust in Allah. The Old Testament makes it clear that nobody is to practice witchcraft. In Christian circles, there is a debate about what witchcraft as banned in Scriptures is. For instance, some believe it only refers to someone who creates potions to poison others. So they would take "suffer not a witch to live" to be directed at those who poison others.
