There are two forms of judgment that Islam argues exist in the World. There is the Umma or the Muslim Community, which may set norms and procedures that every Muslim is to follow and the Panoptic, Omniscient (all-seeing, all-knowing) God. While the Umma can make a person feel ashamed for not following the five pillars, this has little effect on the spiritual character of any individual Muslim. This is in much the same vein as laws do not make people moral; they only make the certain actions' incentives lessen.
A Muslim's true relationship is with God. As God sees all and knows all, it would be impossible to fool God into believing that a person has tried to cultivate a relationship with God when that person has not done so. As a result, pretending to fast for Ramadan, but not actually fasting, will be known to God and upon death, judgment for such misdeeds will come down regardless of whether the Umma is aware of the deception.
