When Ezra arrived in Jerusalem, he found the second temple rebuilt but the people were a spiritual mess. Ezra (priest and teacher) scorned the people and helped them repent and return to follow the laws of God.

Notice that when this pasage was written, Solomon was just completing the building of the temple leading to its dedication in the same chapter. Before the temple was completed, the ark was housed for years up to that day in tabernacle, or transportable tent that moved from place to place. 1 Kings 8:4 tells us that the ark was brought up from the tabernacle (where it would have been housed in the inner court or curtains until the temple was complete). That tablernacle was in the city of Zion and the ark was moved from there to the temple site in Jerusalem. I have no idea geographically if Zion and Jerusalem are the same location????, but in any case, we see the ark moved from a temporary to permanent house.

Solomon's temple in Jerusalem was destroyed in 72 AD. It stood on Mt. Moriah. It has not been rebuilt. There are prophesies that predict it will be rebuilt when the remnant returns to the land. The old prophesies predict that unlike the old temple, the new temple will be built on Mt. Zion because Mt. Moriah has been given to a different people.

Reading from the book Ezra: 1 Cyrus, king of Persia had just begun to rule Babylon. He decided to make a new *law. Men wrote it down. And he sent out men with the news. He sent them to all the people that he ruled. God had caused him to do this. God had said to Jeremiah years before that he would send the *Israelites home (Jeremiah 29:10). v2 This is what Cyrus, the king of Persia said: 'The *Lord, the God of *heaven, has given me power over all the *kingdoms on the earth. He has said that I must build a *temple for him at Jerusalem. That is the biggest city in Judah. v3 Any of Israel's people who live in my land can return to Jerusalem. They must build a *temple there for the *Lord, the God of Israel. He is the God of Jerusalem. I hope that he will be with those people. v4 Many *Israelites are living here now. The people who live near to them must give *silver and gold to them. And they must give animals and other things to the *Israelites for *offerings to their God. They will take these gifts to him in Jerusalem's *temple.' v5 Then the leaders of Judah and Benjamin's families and the *priests and the *Levites prepared to go to Jerusalem. God had said that they must build the *Lord's house there. And he had caused them to want to do this. v6 All the people who lived near them gave them animals, gold, *silver and other things for *offerings. They also gave them many valuable gifts. v7 Then King Cyrus remembered the things that Nebuchadnezzar had taken away from the *temple in Jerusalem (Daniel 1:1-2). Nebuchadnezzar had put them in his god's house. v8 Mithredath kept Cyrus's valuable things safe. So Cyrus asked him to fetch the things that belonged to Jerusalem's *temple. Then Mithredath gave them to Sheshbazzar, an important leader from Judah.

No one knows. Period.Normative Judaism does not plan or push for the rebuilding of the Temple. We pray to God for His redemption and all that will be included with it, and that's all. One of the purposes of the present exile was/is to teach us the quality of humility and patience.(There are tiny fringe cliques who attempt to take some action or another towards the rebuilding of the Temple, but these people do not have the approval of any major Rabbinic figure. And their caprices serve to potentially endanger the Jewish people. Not to mention that we don't today have the status of ritual purity which would theoretically enable us to deal with matters concerning the Temple.)
