What God intended was for men to be the Godly leaders of their families and leaders of their God-fearing nations... but that wasn't the way things went in the world, after God gave it to man.
The Bible mentions "women and children" as leaders and rulers in a shameful testimony to how things have gone, instead of "teaching God's Word." The passage names "Jerusalem," the center of His chosen nation of Abraham's children, as the location for this unfortunate and disgraceful turn of events.
But Jerusalem is just typical of the way things have gone, and still go in any society when men fail to heed God's laws.
"I will make boys their officials; mere children will govern them. People will oppress each other -- man against man, neighbor against neighbor. The young will rise up against the old, the base against the honorable." (Isa.3:4-5 NIV)
Nothing is more glowingly and scandalously evident in our society today than this passage in Psalm 12:

Isaiah goes on to testify against ancient Jerusalem [and all the nations, today. Does this sound familiar?]:

The declaring of women and children in leadership positions in any nation is anything but praise in God's Word [much less, the teaching of His Word].
"Woe to the wicked! Disaster is upon them! They will be paid back for what their hands have done. Youths oppress My people, women rule over them [not, teach God's Word]. O My people, YOUR GUIDES LEAD YOU ASTRAY; they turn you from your path." (verses 11-12)
This passage isn't speaking of the teaching of God's Word[then or in the last days]... by anyone. It's a warning of what happens to a people when it isn't taught. And it's a warning to those who should be leading the nations that Judgment Day is coming.
"The LORD takes His place in court; He rises to judge the people. The LORD enters into Judgment against the elders and leaders of His people: 'It is you who have ruined My vineyard [it's the men who should be teaching God's Word all along. And there is no better time than in the Last Days]; the plunder from the poor is in your houses. What do you mean by crushing My people and grinding the faces of the poor?' declares the LORD, the LORD Almighty." (verses 13-15)
The prophecies for the Last Days point to a time of global persecution of God's Word... along with those who preach and teach it. It's commonly referred to as the "Great Tribulation."
"Then you will be handed over to be persecuted and put to death, and you will be hated by all nations BECAUSE OF ME." (Matt.24:9 NIV)
So, [at least] the PUBLIC teaching and preaching of God's Word [by anyone] will not be tolerated in the Last Days. This testimony will be taken over by the "Two Witnesses" [see Rev.11]... to whom the Bible refers as "MEN," not women and children [see verse 6]. They shall receive God's Divine Protection for three-and-a-half years from stopping their testimony to God's Word.
It's the work of the protected Two Witnesses who shall accomplish Jesus' prophecy: "...And this gospel of the Kingdom will be preached in the whole world as a testimony to all nations, and then the end will come." (Matt.24:14 NIV) The Two Witnesses will be hated by all the nations. They will have global coverage... and be unstoppable during the time of their testimony.
"...I will give power to My Two Witnesses... If anyone tries to harm them, fire comes out of their mouths and devours their enemies..." (Rev.11:3-5 NIV).
Any other teaching and preaching of God's Word in those final days will be in secret, behind closed doors... underground. The very act will put their lives in danger. Perhaps some of these will be women and children. The Bible doesn't say. The Last Days will actually experience a gross lack of hearing God's Word.

The term "the last days" refers to the period before the Rapture of Christians. We are in the' last days' period right now. In the last days of the modern church today women are permitted to speak in churches, and if permitted by the rules of that denomination and particular church they may be preaching His Word in church. Although teaching by "children" is not done now, although it is possible it may be done in the future after the Rapture. However, in the early church new and weak believers were referred to as "children" whereas mature believers were referred to as "men".
