When Jesus comes the second time, all those who have died are asleep but when Jesus comes again He is going to resurrect those who died in Him, and after the thousand years in heaven and we come down back to earth where Jesus will place the New Jerusalem on earth, He is going to resurrect the dead who rejected Him and they will all burn from God's glory however long they deserve. What people have misunderstood that people burn forever and ever, but that's not Biblical. What everyone thinks "Hell" is not going to happen until the Final Judgement where everyone who rejected Christ will receive "Hell"; they will burn according to what they knew and how they decided to make their decision.

That depends... If they believe in Jesus, they will not go to Hell. Some parts of God's word are guidelines, that God KNOWS that none of us will ever be able to follow. If they don't follow any parts of God's word (as in, they think it's all crap) they will go to Hell, because they are not saved by Jesus.
