First we have to define which God we're talking about. The Bible says there are 'many gods and many lords'(1 Corinthians 8:5), many THINGs that people worship as gods(Romans 1:25). Even Satan is called 'the GOD of this world'(2 Corinthians 4:4), and would certainly NOT be considered 'good' by Bible standards.
The creator of this earth and mankind, however, is the TRUE God (Acts 17:24-27;
Psalms 83:18) and though he is known for his justice, wisdom and power, his primary quality is LOVE (1 John 4:8). God IS love. He is 'perfect in his activity, righteous and faithful' (Deuteronomy 32:4) and will never forget his loyal ones.(Psalm 37:28). So yes, the God of the Bible is a 'good God'.

God HATES the spilling of innocent blood. Innocent blood cries out to Him (Genesis 4:10). Who knows how to judge but God? Who can know what is good but God? How then do we think we can judge based on our own understandings of what good is? My question would be then what is good? Who is good but God?
